Singapore to Increase Qualifying Salary for Employment Passes in 2025

The Ministry of Manpower will revise the monthly qualifying salary for Employment Pass applications starting from January 1, 2025. The Employment Pass is an employment authorized immigration status granted to qualified foreign national professionals, managers, executives, and specialists who wish to work in Singapore.

Changes to the new salary minimum requirements are provided below:

The minimum salary requirements increase progressively with age, reaching up to $10,700 for employees in their mid-40s, and $11,800 for those employed in the financial services sector. Renewal applications will adhere to the revised qualifying salary starting from January 1, 2026.

What this means for our clients

Employers seeking to hire foreign professionals on Employment Passes will need to ensure that their offered salaries meet the new minimum requirements. The revised requirements place a higher financial burden on companies hiring entry level applicants who will need to meet the higher base qualifying salary. Additionally, companies with existing Employment Pass holders will need to adjust their renewal applications to meet the revised qualifying salary thresholds.
