Singapore Introduces Quarantine-Free Travel Policy for Fully Vaccinated Travelers

Effective September 8, 2021, certain fully vaccinated persons who are traveling from Germany or Brunei Darussalam are eligible to enter Singapore without the requirement to quarantine under the Vaccinated Travel Lane (VTL) program. To qualify for the VTL program, the traveler must have been in Germany or Brunei Darussalam for the 21 days prior to departure for Singapore.

Travelers are considered fully vaccinated 14 days after they have received the full series of the Pfizer, Moderna or WHO EUL vaccines. A traveler who is not a Singapore Citizen or Permanent Resident must first apply for a Vaccinated Travel Pass (VTP) prior to using the VTL program. Singapore citizens and permanent residents can use the program without having to apply for a VTP. All travelers must enter Singapore from either Brunei Darussalam or Germany on a designated VTL flight. Travelers must undergo multiple COVID-19 Polymerase Chain Reaction (PCR) tests:

  • A pre-departure PCR test within 48 hours of the scheduled departure flight;

  • An on-arrival test at Changi Airport; and

  • Post-arrival tests on Day 3 and Day 7 during their stay at one of the designated clinics in Singapore.

Travelers are required to isolate in either private residential or non-residential accommodation until they receive a negative on-arrival COVID-19 PCR test result.

Separately, travelers must also purchase travel insurance with a minimum coverage of S$30,000 for COVID-19-related medical treatment and are required to be isolated at the place of accommodation as declared in the VTL application until they receive a negative on-arrival test result.
