Canada Expands Francophone Mobility Program

In an effort to increase Francophone immigration in Canada, Immigration, Refugees and Citizenship Canada (IRCC) announced that employers may make job offers to eligible candidates with a moderate command of the French language located outside of Quebec. Effective June 15, 2023, employers may file offers of employment for individuals who demonstrate proficiency in the French language equivalent to a Canadian Language Benchmarks (CLB) / Niveaux de compétence linguistique canadiens (NCLC) level 5. Applicants must provide proof of language proficiency through a French language test, a diploma or degree from a French college or university, or a document confirming studies at a French-language institution. This expansion replaces the previous application requirement to demonstrate French language proficiency equivalent to a CLB/NCLC 7 or higher.
